How can i reduce the ph of the moizturers soap

You can't. Soap naturally has a high PH, if you add something to lower the PH, it won't be soap anymore, it will break down to a gooey mess.

Also soap isn't moisturizing, it doesn't add moisture to the skin in any way. It cleans, that is all, some is just less cleansing so isn't as drying.

You cannot reduce the pH of soap. It will just cease being soap.
Soap primarily cleans. If you want a moisturizer, you will be better off with some leave-on product.
