Do you stir it well until it is completely dissolved before leaving it to cool?
Also - what';s the purity of your lye? Maybe you've changed your supplier and it's only 96-98%? The rest might be what's making the sludge.

What are you doing? As in, how much water and lye did you mix in that picture? Which brand of lye? Distilled water? Any additives in the water? If yes, how much of what, and was it added before or after the lye?
