I’m considering venturing into the mysterious world of liquid soap. What percentage of EO should I use for liquid soap? I like 3% max for bars. Does the dilution factor affect EO?

Use rate is based on the finished product, i.e. diluted paste. I use Majestic Mountain Sage's Fragrance Calculator to determine how much fragrance to add, although their inventory of EOs is limited:

There is no "standard" % for EOs because each one is different due to chemical make up. Here's a good article about using EOs in soap and the IFRA standards that apply:

I find that some EOs come out very strong in LS, so I recommend starting with a lower dilution rate, and letting your LS sit for a day or two. It's always easier to add more, than to try and correct over scented soap.

You could also try a test, and put small amounts of LS into jars, then add different dilution rates, to see which you prefer best
