Liquid Soap Again

With some help from a post I've decided to use Germall Plus to preserve the liquid soap I will be making. I just have one (probably silly) question. I will adding the Germall Plus at a rate of .03% as directed. The question is, do I calculate based on total recipe size including the large amount of water added at the end or do I just calculate it based on the base recipe? Thanks in advance.

If this soap is for your own use, I would keep most of the soap paste refrigerated and just dilute a small amount at a time. I calcualte the weight of the water in with the soap to get the correct percentage of Germall Plus. If you are diluting all of the soap paste, I would include the water in the calculation.
