Liquid Crystal Concentrate seems to be a versatile, concentrated liquid cleasing product formulated with SLS, and designed to be diluted with water in order to make things such as body washes or shampoos or liquid bubble bath.
You do
not have to add Conditioning Additive (Polyquat 7) to it if you don't want to. It's just something they suggest using if you feel like your finished product needs to be more conditioning. If you do use it, SwiftCraftyMonkey recommends using it anywhere from 3% to 5% in shampoos and body washes, and to avoid using the preservative Tinosan with it as it it incompatable with polyquat 7. I hear Optiphen ND is incompatable with quats as well, so you may want to avoid that one also if you use the conditioning additive.
You also do
not need to use Q-Pearl with it if you don't want to. All it does is add a pearly/milky look to your product.
The use of either of those 2 products all comes down to what you want your finished product to look like or feel like. They are not mandatory.
As for preservatives besides Germaben II, it looks like Liquid Germall Plus would be a good alternative.
Hopefully more people will chime in soon.
