Can I use this fragrance in Lip Balms up to 4.2%?
Is this what this chart means?

But I wouldn't use 66.7% in a Body Lotion would I?

IFRA Maximum Skin Exposure Levels:

Body Lotion: 66.7% Body Wash: 12.5% Soap: 12.5%
Face Cream: 22.2% Body Powder: 5.0% Baby: 22.2%
Perfume: 66.7% Deodorant: 5.5% Lip: 4.2%
 
Yes. It's the maximum safe usage amount. That's different than the amount you'd actually want to use. 12% in a soap would be overwhelming and probably make your batch separate.

I think most folks use 2-3% in lip balms. You'll probably want to sweeten your balm also (fragrances don't taste like anything - it's the scent + sweetener that tricks you into thinking you taste vanilla or strawberry or whatever).

I did buy some sweetened Cotton Candy but I don't like the after taste of the sweetener.

I need a really good Cotton Candy or Pink Sugar Flavor Oil.

Does a Flavor Oil actually have a taste or is it a scent?
 
It's a scent - though some of them already have the sweetener included from what I saw the last time I was shopping around. I've just used the unsweetened ones - adding my own sweetener. I've tried to make my own from stevia, but I prefer the pre-mixed sweetener I got from BB.

I prefer the unsweetend and sweeten it myself. I've found some of the pre-sweetened a bit overwhelming. I like the sugar baby sweetner from The Sage and the sweetner from Elements Bath & Body. I have also used liquid stevia and had good luck with it. Every once in awhile it will seep a bit though.
