I want to make some Eucalyptus Shower Steamers, but not sure how much of the essential oil to use. I was thinking about 3-4 drops for a 2 cup batch, does that sound ok?
 
I am not sure the safe recommended usage level for eucalyptus, though I assume it is in the 0.5-1% range, as it is a very strong oil. Maybe someone will chime in with a site where you can find this information, or you can check with the manufacturer. HTH!

"Eucalyptus oil (for topical application): add ½ - 1 mL (15 - 30 drops) of oil to 1/2 cup of carrier oil (sesame, almond, olive, etc.). For inhalation, add 5 - 10 drops of oil to 2 cups boiling water. Place towel over head and inhale steam"

I'd say your idea is just about spot on straddling topical and inhalation. Start small and test them yourself before you commit to a large batch and keep in mind, even though you say 'shower steamer' always be prepared to have -someone- drop one in the bath and keep your usage within very safe topical limits on the bottom end of the spectrum.
