Goat milk soap made skin dry

My MIL has a friend who said goat milk soap made her skin dry. This was not from one of my bars. I would like to make a batch for her not sure what would cause he skin to dry out. Any suggestions on why this would happen with goat milk soap?

Which oils should I use to make a soap that will be very moisturizing?
 
It could be that the coconut content was to high for her skin type. Maybe she needs something with low or no coconut/pk. soap by nature is not a moisturizing product, but you can make it much less drying by changing the recipe up.

My mother is 82, and has very dry skin. I make her a buttermilk soap that is mainly olive with 10% castor and 7-10% shea butter. I does not have that "slime factor" with associated 100% olive soaps, but it is still very mild.

For myself, I cannot use soaps high in coconut or pk either. I generally use 30-35% palm oil, 10% coconut, 7 % castor, 7% shea butter, with the remainder being olive. And I use a 7-8% lye discount.
