Not sure what you're asking. This appears to be a detergent-based melt and pour base. You can also make CP soap using goat's milk as part or all of your liquid.
 
Are you purposely posting in the CP section?
People who make soap from scratch do this to have control over their ingredients and to come up with their own recipes.
"Real" milk can be used frozen (to slush) to make the lye solution, added to the oils in a certain percentage while the lye solution is made with the remaining % of water or in powdered form.
Melt & Pour bases are sometimes added to allow for more creativity/transparent inserts or swirls, not to add any benefits.

It says "goat's milk glyercin soap".

It's a premade soap base that you can just melt and put it molds.

There are those who do "melt and pour" soaps, but CP soap is made out of oil and lye. Then, additions (like goat's milk) can be added to it. We don't start with soap to make soap- we start with the raw ingredients.
