Goat milk lotion question...

If I make a goat milk lotion using evaporated milk, do I need to dilute it beforehand, and then use 10% of it with the rest water, or can I make the 10% of the mixture without diluting first?
Does this make sense to anyone at all? lol.

I would like info on this too if y ou find it out. Do you know what the shelf life is when you use liquid milk? Do you have to keep it in the frig?
