Germall Plus Powder

I've been searching for an answer and I can't find it, probably because this is a very stupid question!
How do I add this to my lotion?

I know preservative is added at cool down, but do I just mix the dry powder in, or mix it with water first?

Either sift in at cool down or mix 1:1 with propylene glycol.
