Fragrance usage question

Why would a fragrance usage rate be less on soap, which is rinse-off, than on a leave-on product?
I just saw one that said soap--2.74%, lotion--6.20%

I don't want to assume it's a typo, because I've seen instances of this at more than one site......

Someone else recently asked that same question in another thread. The suggestion was to call the company and ask them about this, since it could be a typo.

I have noticed the same as well, in several fragrances and from more than one supplier, I have found it odd as well and often enough not to believe it a typo. I think that @DeeAnna’s point on this makes sense though, about soap’s potential to be in contact with sensitive skin areas, or newly shaved skin. It is found here.

Leave on products get put on freshly shaved skin too, like toners and lotions, so it is odd.
