What is in the some fragrance oils that make them unsafe for soap making? I see lots of the same fragrances that are listed b&b safe and some not, so what's the difference? Is there any way to make them b&b safe? I saw something listed somewhere to make them safe to add them to a carrier oil.
 
basically it's about toxicity - some components of the FOs are approved for use on skin in a wash of application only, some also for leave on - and some not for use in a skin product at all.

if it simply says "B&B safe then it's generally ok for leave-on (and thus also for wash-off).

no, there is nothing you can do to "convert" a fragrance to a skin-safe (wash-off or leave-on) one.
 
No way to make them "B&B" safe if they are not already so. Only use FOs that are listed as soap and toiletries safe if that is what you are using them for. The differences are chemicals.... some chems that are perfectly fine in candle FOs are not safe for skin. :D
