Fragrance Oil Concentration Question

Hi all

I'm about to send away for CPSR certification and am just prepping my recipes in advance.

My base recipe is:

248g Water
112g Sodium Hydroxide
213g Coconut Oil
482g Olive Oil
99g Sunflower Oil

So a total weight of : 1154g goes into the mix.

I'm using Fresh Skin oils like this: Mint & White Jasmine Fragrance Oil | Freshskin Beauty


It says the dose level is up to 1%, so does that mean I can only use 11.54g (1% of total weight) of fragrance oil in this? I feel that is a little bit low?

However the IFRA certificate says soap comes under annexe 9A which says concentration can higher?

Not done this before so unclear if I am just misunderstanding?

Where are you getting the 1%? IFRA is 38%. I know where you're at has a limit for usage in products specifically so you'd need to go by what is allowed legally. I'm in the US and almost always use 6%.

Yes I see IFRA is 38% but the description page on the website says dose of 1% which was confusing me.

It says:

"This fragrance oil can be used in the following:

• Candles – Dose level 5 – 10%.
• Cream Bases – Dose level up to 1%.
• Lotion Bases – Dose level up to 1%.
• Soapmaking – Dose level up to 1%.
• Shampoo Bases – Dose level up to 1%.
• Shower Gel Bases – Dose level up to 1%.
• Oil Burners – Personal choice.
• Pot Pourri – Personal choice.
• Bath Salts – Dose level up to 1%.
• Bath Bombs – Dose level up to 1%. "

I would contact them and ask why then. Doesn't make sense unless that is what the max amount allowed in your country for certification.

Regardless of IFRA levels, CPSR are really strict on fragrance levels and there is no way we could use 6% in the UK - depending on the products and the allergens its generally between 1-3%.

For some FO and EO it can be less than 1 %

Prior to doing a CPSR is there any way to know what the limit is? I appreciate that they will correct me if I am wrong but where can I find what the max level should be prior to that?

I was literally just reading something else on this..

Uk rules are max of 3% unless IFRA limit is less.
If the IFRA is less that's what you have to use.

But for some products even 3% could be too much if the FO is strong.

I would say you could use 3% of this but if the assessor (who ultimately decides) disagrees they would ask you to amend your CPSR submission, that's all.

It seems everything used on the skin is limited to 1%... does seem low for sure. Call them to clarify.

Yes in general they're taking 4-6 weeks even if you go direct to the assessors!
