Emulsifier for bath melts?

Anyone have a recommendation for an emulsifier for my bath melts?

I don't know much about emulsifiers because I pretty much stick to making soap, but I made some really nice bath melts tonight with cocoa butter, citric acid, cornstarch and baking soda. When I use them all the oil/butter floats to the top. :\

What can I add to these so that the goodness blends into the water?

the only oil i know of that will fully incorporate and blend into water is sulfated castor oil. a little goes a long way and makes your skin feel lovely.

you should find a supplier by googling it-i believe i bought my last bottle from www.libertynatural.com it's relatively cheap.
 
I use some ewax in them, but still you will get floating islands...
