E102 info Needed

Hi, I am new to soap/ bath bomb making, very new.
I was wanting to use the colour CI 19140 (E102) Tartazine, when I looked up this ingredient
the information said that it appears to cause the most allergic and intolerance reactions of all the azo dyes, also it has been banned in some EU countries as well as the UK wanting it phased out by 2009.
So my questions are:
1) is this colour banned?
2) if i used this colour in a formula for a cpsr would it be rejected by a chemist due to it being phased out by 2009.
3) what is the alternative for E102.

Use yellow mica or any yellow cosmetic approved colorant. What you list above is FD&C yellow #5 used in food coloring. I assume you are in the UK and I am sure they have skin safe yellow colorants available.
