"Dry oils"?

I keep hearing the term "dry oils" in relation to balms and lotions. I'm assuming these are oils that do not leave a greasy feeling after they are applied. Oils mentioned are usually nut oils. Are most nut oils "dry" is there a list, are seed oils dry too? Like sesame or sunflower?
 
I think rice bran oil could be the driest of oils. I use Fractionated coconut oil, and macademia oil for facial lotions. When you want dry feeling you could add IPM or use "dry" feeling emulsifier; BMts 50 or Emulsismulsi - it has many names, I use it with olive oil for dry hand cram not to mess with my keyboard :)
