Any chance it’s a difference of measuring weight versus volume? Not all fragrance oils or essential oils weigh the same,So maybe 2 ounces by weight of one FO/EO is a different volume than 2 ounces by weight of another oil?

Possibly, but I've been buying from BB off and on for at least 15 years, and I never noticed it before.

But are we not supposed to be measuring by weight not volume when soapmaking? I was taught not to measure by volume but always by weight. If they are going to use volume, perhaps they could post something on their site stating the change.
 
Yes, the 2 ounce bottles hold 2 ounces by volume. The fragrance oils may be sold by weight, so 2 ounces by weight may not correspond to the volume.
I have also "assumed" that since they use ml on some bottles that they are using volume and therefore, fluid ounces. Of course they could switch back and forth, but that seems like it would create a nightmare in the manufacture/packaging/inventory department so I again "assume" they do not do that. Smaller companies may do something like that and not have as good a handle on what they are doing. Most bottles for filling are sold by volume they hold, but they actually hold more which I assume is related to some people using weight and having the volume be the varying factor across the board depending on the product being sold... Also airspace allows for the liquid to leave the bottle more easily. It should say, Fl oz for fluid ounces ** I don't purchase FO so I am not as familiar with how they label their bottles.
 
Some are sold by Fluid weight some are sold by Net Weight so check the the description. If you weigh out 16 oz FO or even EO it usually fill a 16 oz bottle (net wt), but 16 FL oz will be around 15.5-15.75 oz approx if weighed.

B&B has sold both ways as long as I have purchased from them. One of many reasons I did not purchase a lot of FO's from them.
