Cosmetic Ingredients in Soap

Can someone help me get an answer here?
I'm still a beginner when it comes to making soap, and I want to add kaolin clay to my next batch. When it comes to labeling and regulation, is kaolin clay considered a cosmetic ingredient? Would I need to mark my kaolin clay-infused soap as a cosmetic/drug? Or is that only necessary if I make claims?

I do NOT sell my soap but pretty sure adding kaolin does not take your soap and turn it into a cosmetic. You hit the nail on the head about not making any claims about what X additive will “do” for user.

Someone that sells soap will surely chime in, but in the mean time, have you checked this out already?
