Can perfume fragrance oils be used in soap as well?

It's in the title, I'm curious as to how companies create the extremely similar smells between soaps and cologne/perfumes. Can I transfer a perfume recipe directly over to a soap recipe?

Perfume has alcohol and alcohol doesn’t play well with soap. However, you can blend EO/FO to fragrance your soap. Many fragrance companies sell dupes of well known fragrances like Love Spell, Aqua Di Gio, etc.
