bath tea question

Hi there,
Any tips on the easiest way to get my bath tea herbs into their bags without spilling everywhere? Have tried a jam funnel but the spout is too big. Regular funnels have a spout too small.

eta: I wonder if the icing bags for cakes would work to make a permanent "trumpet".
