Adjusting pH with Sodium Hydroxide

I was reading some ingredients on a baby's lotion label and saw sodium hydroxide and citric acid listed. I know that both adjust pH but can someone explain to me how? Does the sodium hydroxide saponify the oils in the lotion? I tested my lotion and the pH is 5. So in my mind, if I were to use a sodium hydroxide or citric acid, I could make it more pH balanced? Not that I'm going to do that! Just curious to know if any science minded people out there can explain. Thanks!
 
Depending on the ingredients used, lye or citric acid is used to lower the pH of the lotion. You would need a pH meter in order to do this. Did you know that lye is used in toothpaste, pretzels and pickles?
