Acute aquatic toxicity!!!

So I was planning out my soap design for tomorrow night, and while checking out the MSDS on one of my favorite FO I came across this (see image and link below). So WTH!?! Is this normal with FO's? I try hard in my life to be as eco-friendly as possible. And TBH I'm a work in progress at best. I would prefer to be au naturel with my soaps and this may be the kicker!

Sadly you will encounter this Data on a lot of FO & EO too. It can be very scary when you read how toxic & flammable they can be. UGH welcome to the world of beautiful scents which makes no sense at all.

Edit. Actually it make's perfect sense' but a chemist could explain it far better then I can.
